08-1 Conflict Of Interest Disclosure

1.0  Purpose

1.1     Wayne State University recognizes that conflicts of interest may exist because of relationships of management personnel and members of their immediate family with external parties with which Wayne State University conducts business, and seeks to minimize them.  

2.0  Definitions

2.1      A conflict of interest exists:

1.   When an individual is in a position where he/she may obtain an improper gain or advantage as a result of his/her activities on behalf of Wayne State University;

2.   He or she is in a position where he/she may have to choose whether to advance his/her own interests (or those of another) rather than the interests of Wayne State University.

It is important to remember that conflicts of interest do not necessarily involve intentional wrongdoing.

2.2     For the purpose of this University Policy, management personnel is defined as vice presidents, including chief of staff, deans, deputy deans, associate deans, secretary to the Board of Governors, directors, assistant to the president, associate vice presidents, assistant vice presidents, general counsel and associate and assistant general counsel, assistant deans, associate directors, chairs, associate chairs, station manager-WDET, assistant general manager-WDET, business managers, governmental affairs officer.                                                                      

3.0  Policy

3.1     It is a violation of University policy for any employee of the University to place himself or herself in a conflict of interest position, except in those instances approved and outlined in University Policy 08-02, Investigator Disclosure, and in University Policy 05-04, Contracts between Wayne State University and External Organizations in Which University Employees Participate.  

3.2     Wayne State University requires all management personnel to complete an annual conflict of interest disclosure report (a copy of which is available at http://policies.wayne.edu/bog-conflict-of-interest.pdf).  This questionnaire is to be completed no later than January 31 of each year and submitted to the respective dean and/or vice president for review and signature.  After the report has been reviewed and signed by the appropriate senior administrators, it shall be filed with the Office of the Secretary of the University by February 15 of each year.

4.0  Duration and Effective Date

4.1      This University Policy is revocable by the President at any time and without notice.  

4.2      This university policy is effective upon issuance.

4.3      Executive Order 89-3 is hereby revoked, effective immediately.
