3.0.15 Consulting by Executive Officers

DESCRIPTION

The university recognizes that consulting activity is valuable as a form of community service, as a form of professional development for executive officers, and as an enhancement of the University's reputation and standing.

DEFINITION(S)

Executive Officers

Vice President, deans, associate deans, secretary to the Board of Governors, directors, assistant to the president, associate vice presidents (including associate provosts), assistants vice presidents (including assistant provosts), assistants to vice presidents, assistants to vice presidents, university attorneys, assistant deans, assistants to deans, associate director, assistant directors.

Consulting

Activity for which a person is remunerated in cash, goods, services, or otherwise, or activity, whether or not involving remuneration, on behalf of any person or organization other than the university which occurs during ordinary university business hours, except where such activity is part of the assigned duties of an executive officer.

Business Week

Monday through Friday, excepting days when the University is closed.

POLICY

Prior to engaging in consulting, an executive officer shall fully report the proposed consulting to the university through his/her immediate superior.

An executive officer shall not spend more than one business day (eight hours) in any business week engaged in consulting activity. In total, no executive officer's consulting activity should exceed 18 days per year. If an executive officer engages in consulting activity for more than one business day in any week, he or she shall use vacation time for the consulting activity in excess of one business day (eight hours) or may request an exemption from the limitation using an Executive Officer Consulting Report Request for Approval, 10-047. A waiver may be requested for one of the following exceptions:

  1. Consulting of which the university is primary beneficiary.
  2. Consulting which is professional service involving only a nominal stipend.
  3. Consulting under an approved university practice plan.

Notwithstanding any authorization of consulting activity under this policy, an executive officer is expected fully to carry out the duties of his/her office. Consulting must be secondary and must not in any way adversely affect the performance of an officer's duties to the university.

Consulting by executive officers must entail no conflict of interest.

  2. Complete 10-047 prior to consulting activity.

  3. Submit to designated officer.

  1. Review and approve/disapprove 10-047.

  2. Return to Executive Officer.

Executive Officer

  1. File a summary report of the scope and extent of consulting activity during the prior calendar year on the second Monday in January each year.
