8.2.1.1 Use

POLICY

State-owned vehicles are available for lease to employees or departments of the university for daily or long term usage through Transportation Services, provided the employee driving the vehicle is licensed, by the State of Michigan, has experience in handling the type of vehicle and has a satisfactory driving record. Non-employee students are not permitted the use of university vehicles. These vehicles are to be used only for Official University business. The driver is responsible for the care of the vehicle and all who ride therein. Transfer of driving responsibilities is not authorized. The driver may be held personally responsible for damage to the vehicle and/or injury to anyone involved in an accident involving the vehicle.

Under no circumstance are these vehicles to be used for personal errands or the conduct of business for other organizations no matter how worthy the cause.  Mis-use of a State-owned vehicle will subject the violator to disciplinary action.

A State-owned vehicle designed to carry 16 or more people is considered a bus, and the State requires the driver of the vehicle to have a CDL license with a P endorsement.  Drivers of State-owned vehicles designed to carry hazardous materials in amounts that require placards must have a CDL license with a H endorsement.  In addition, all drivers with CDL licenses are required to abide by the U.S. Department of Transportation safety regulations, this includes but is not limited to physical examinations, drug and alcohol testing, accident reporting, etc.

PROCEDURE  (Short Term/Daily Lease)

  1. Call Transportation Services to reserve vehicle.

  2. Complete Vehicle Request, form 505.

  3. Submit form 505 to supervisor for approval.

  1. Sign and date form if approved.

  2. Return form to driver.

Driver

  1. Bring completed/approved form 505 to Transportation Services to obtain vehicle.
  2. Sign form.

Transportation

  1. Verify completeness of form 505.

  2. Inspect vehicle.

  3. Issue vehicle and complete right side of form 505.

PROCEDURE (Long Term/One Year Plus)
