4.0 Payroll Practices (Revised as of 8/5/16)
DESCRIPTION
The purpose of this policy is to outline rules for payroll and time reporting practices of the university. Rules outlined are in accordance with the Fair Labor Standards Act (FLSA).
TERM(S)/DEFINITION(S)
Compensatory Time | Earned off-duty time for which regular earnings are continued as a result of recorded service rendered in excess of seven and one half (7.5) hours in any one day and in thirty seven and one half (37.5) hours in any one week or eight (8.0) hours in any one day and forty (40.0) hours in any one week depending on employee classification. Exempt position classifications eligible for compensatory time are listed in P &A UAW Local 1979 Collective Bargaining Agreement. Compensatory time cannot be used in lieu of overtime pay for nonexempt employees except in the case of work during Christmas Closure.

POLICY
An employee of Wayne State University (WSU) receives payment for his/her services from the university through a bi-weekly payroll.
In accordance with the requirements of the Fair Labor Standards Act, the university classifies employees as exempt or nonexempt.
An employee is "Exempt" if he/she is determined to be an executive, administrative or professional employee as defined by the Fair Labor Standards Act.
All other employees are classified "Nonexempt". Nonexempt employees are covered under the Fair Labor Standards Act with regard to overtime, minimum wage, equal pay, recordkeeping and child labor provisions. They are paid overtime as outlined by this law and as described under the University's policy on overtime and/or union agreements.
Exempt employees are covered by the Fair Labor Standards Act with reference to each provision that covers nonexempt employees except those having to do with overtime, minimum wage and record keeping.
4.0.1 Pay Periods, Pay Dates and Paychecks
The regular bi-weekly pay period of the university is 10 days, with the period starting on a Monday and extending through Sunday of the second week following.
The official pay day of the university is every other Wednesday. A complete pay calendar can be found on the Payroll website at payroll.wayne.edu or fisops.wayne.edu/payroll/calendar.php.
Employees can receive their paychecks in the following manner: Through their home department or via direct deposit. Instructions and resources can be found on the Payroll website at fisops.wayne.edu/payroll/direct-deposit/index.php.
4.0.2 Payroll Withholding and Other Deductions
Withholding and deductions are usually made in accordance with the forms completed by the employee. The form and contact for each deduction are listed below:
