04-1 University Art Collection Management Policy
1.0 Purpose
1.1 The purpose of this university policy is to establish a systematic framework to oversee the management of the University Art Collection; provide guidelines on the conservation, acquisition, accession, and deaccession of artwork in the University Art Collection; and establish internal and external loan guidelines.
1.2 It is also the purpose of this university policy to provide gift receipt procedures for the University Art Collection.
2.0 Management of Art on Campus
2.1 The University Art Collection Committee provides administrative oversight of the University Art Collection and reports directly to the President or the President’s designee through the Dean of the College of Fine, Performing and Communication Arts, who serves as the Committee Chair. The Committee meets a minimum of twice each year. The Committee will be configured in accordance with guidelines articulated in the University Art Collection Administrative Policy and Procedures Manual.
2.2 The University Curator oversees the day to day operations of the collection and provides advice and direction regarding the management of the collection including but not limited to: oversight of budget and staff; making recommendations for placement and display of artwork; repair, storage and maintenance of the collection; inventory, and record keeping; additions to the collection (whether gifted or purchased), deaccession of artwork in the collection; oversight of facilities and risk management; the lending of artwork; and adherence to standards of best practice. The Curator reports to the University Art Collection Committee through the Dean.
2.3 Specific details describing the regulations and guidelines related to acquisition, accession, and deaccesssion of artwork into the University Art Collection, as well as rules related to the internal and external loans of pieces from the University Art Collection, will be maintained in the University Art Collection Administrative Policy and Procedures Manual.
3.0 Acquisition and Accession of Artwork to the University Art Collection
3.1 Additions to the collection will be guided by the stated mission, goals and objectives of the University Art Collection as articulated by the University Art Collection Committee. Additions to the collection may come through either gifts (including bequests), purchases (through either the use of unrestricted or restricted funds), or commissions as approved by the University Art Collection upon recommendation of the Curator.
3.2 Gifts of artwork to the University Art Collection must be reviewed and approved by the University Art Collection Committee at the request of the Curator. Such gifts will be processed, credited and acknowledged in accordance with University policy and will be coordinated with the Office of Development and Alumni Affairs for appropriated tax credit.
3.3 Monetary gifts to the University Art Collection should be so designated and directed to the Wayne State University Development Office or to the Dean of the College of Fine, Performing and Communication Arts and will be receipted through the Development Office for appropriate tax credit.
3.4 Additions to the University Art Collection through purchase or commission will be reviewed and approved by the University Art Collection Committee upon recommendation of the Curator.
4.0 Deaccession and Disposal of Artwork From The University Art Collection
4.1 Artwork may be removed – deaccessioned – from the University Art Collection. Decisions about the deaccessioning of a work of art will be made by the University Art Collection Committee upon recommendation of the Curator, who may seek advice from outside experts.
4.2 Once artwork has been deaccessioned, it will be disposed of in a manner conforming to established guidelines.
5.0 Internal Loans
5.1 Upon approval of the University Art Collection Committee, artwork from the University Art Collection is available for loan to the university community in compliance with the University Art Collection Administrative Policies and Procedures Manual.
5.2 While on loan, artwork must be made available for viewing by the university’s art faculty and students, with reasonable advance notice.
5.3 Artwork on loan may be removed from any area at any time, with or without notice, by the Curator upon approval from the University Art Collection Committee. The Curator will notify the site manager of the decision to remove the artwork.
6.0 External Loans
6.1 Artwork from the University Art Collection may be lent to other public institutions or professional art galleries for exhibition purposes. Artwork will not be lent to businesses or private individuals
6.2 The University Art Collection Committee will make decisions on loans of artwork from the collection upon recommendation of the Curator. The terms of and length of the loan period will be determined by the Curator, but shall normally be in periods of no longer than 12 months, subject to renewal.
7.0 Duration
7.1 This university policy is revocable at any time at the discretion of the President and without notice.
8.0 Effective Date
8.1 This university policy is effective upon issuance.
