06-2 University Centers and Institutes: Policy On Creation, Operation, Review And Discontinuance

1.0  Purpose

1.1     The Board of Governors has delegated to the President, in section 2.2 of the Board's bylaws, full authority as chief executive officer of the University and has in addition authorized the President to designate the duties of other executive officers.

1.2     On November 30, 2005, the Board of Governors adopted the Wayne State University Statute on Centers and Institutes Policy on Establishment, Operation, Review and Discontinuance to coordinate the establishment of centers and institutes (hereafter referred to as “centers”) and to encourage and facilitate multidisciplinary research, teaching, and service. This statute calls for the chartering of university centers by the Board of Governors and distinguishes between Type I and Type II university centers.  A Type II center, as designated in its charter, is a large, multidisciplinary center that is engaged primarily in research activities and is expected to report to the Vice President for Research.  All other university centers are Type I centers, and are expected to report to the Provost.  College centers are centers that are engaged in academic activities primarily involving one college or school and are under the direct administrative supervision of the dean of the respective college/school, and do not fall under the provisions of this policy.  The review process for college centers is outlined in the Board statute, and is the responsibility of the Dean of the respective school or college in which the center is housed.

1.3     It is the purpose of this university policy to provide for delegation from the President to other executive officers of the authority over the University’s centers and institutes as established by the Board of Governors and the authority to appoint directors of those centers and institutes. Center and institute directors may be appointed after consultation with the President and, where appropriate, with the Provost.

2.0  Delegation of Authority

2.1     ADVANCE PALLIATIVE-CARE EXCELLENCE, CENTER TO

The School of Medicine is delegated the responsibility for all matters relating to the Center to Advance Palliative-Care Excellence, including the authority to appoint the Director, after consultation with the Vice President for Research, Provost and the President.  This is a Type-II center, and the review of CAPE will be handled by the Vice President for Research.

2.2      COHN-HADDOW CENTER FOR JUDAIC STUDIES

The Provost is delegated the responsibility for all matters relating to the Cohn-Haddow Center for Judaic Studies, including the authority to appoint the Director, after consultation with the President.

2.3      DEVELOPMENTAL DISABILITIES INSTITUTE

The Provost is delegated the responsibility for all matters relating to the Developmental Disabilities Institute, including the authority to appoint the Director of the Institute, after consultation with the President.

2.4      ENVIRONMENTAL HEALTH SCIENCES, INSTITUTE OF

The Vice President for Research is delegated the responsibility for all matters relating to the Institute of Environmental Health Sciences, including the authority to appoint the Director, after consultation with the Provost and the President.

2.5      FRASER CENTER FOR WORKPLACE ISSUES, DOUGLAS A.

The Provost is delegated the responsibility for all matters relating to the Douglas A. Fraser Center for Workplace Issues, including the authority to appoint the Director, after consultation with the President.

2.6      GERONTOLOGY, INSTITUTE OF

The Vice President for Research is delegated the responsibility for all matters relating to the Institute of Gerontology, including the authority to appoint the Director of the Institute, after consultation with the President.

2.7      HUMANITIES CENTER MOTT CENTER  

The Provost is delegated the responsibility for all matters relating to the Humanities Center, including the authority to appoint the Director, after consultation with the President.

2.8      INFORMATION TECHNOLOGY AND CULTURE, INSTITUTE FOR

The Vice President for Research is delegated the responsibility for all matters relating to the Information Technology and Culture Institute, including the authority to appoint the Director of the Institute, after consultation with the Provost and the President.

2.9      LABOR STUDIES CENTER

The Provost is delegated the responsibility for all matters relating to the Labor Studies Center, including the authority to appoint the Director of the Center, after consultation with the  President.

2.10    MANUFACTURING RESEARCH, INSTITUTE FOR

The Vice President for Research is delegated the responsibility for all matters relating to the Institute for Manufacturing Research, including the authority to appoint the Director, after consultation with the Provost and the President.

2.11    MENTAL HEALTH INSTITUTE OF

The Vice President for Research is delegated the responsibility for all matters relating to the Institute of Mental Health, including the authority to appoint the Director, after consultation with the Provost and the President.

2.12    MERRILL-PALMER SKILLMAN INSTITUTE

The Vice President for Research is delegated the responsibility for all matters relating to the Merrill-Palmer Institute for Family and Human Development, including the authority to appoint the Director of the Center, after consultation with the Provost and the President.

2.13    MOLECULAR MEDICINE AND GENETICS,  CENTER FOR

The Vice President for Research is delegated the responsibility for all matters relating to the Center of Molecular Medicine and Genetics, including the authority to appoint the Director, after consultation with the Provost and the President.

2.14    URBAN STUDIES, CENTER FOR

The Provost is delegated the responsibility for all matters relating to the Center for Urban Studies, including the authority to appoint the Director, after consultation with the President.

3.0  Duration

3.1      This university policy is revocable by the President at any time without notice.

4.0  Effective Date

4.1      This university policy is effective upon issuance.

4.2       Executive Order 88-3 is hereby revoked, effective immediately.
