99-7 Releasing Employees During Business Hours (Third Release)
1.1 The Board of Governors has delegated to the president, in section 2.2 of the bylaws, full authority as chief executive officer of the University and has, in addition, authorized the president to designate the duties of other executive officers.
1.2 It is the purpose of this University Policy to delegate to certain executive officers authority to release employees from work during business hours. Such release shall be permitted when working conditions become intolerable due to temperature or other extreme conditions. Whenever possible, efforts should first be made to temporarily assign employees to other locations.
2.0 Delegation Of Authority
2.1 This University obligation with regard to faculty with tenure will be for the above-defined university year of nine months.
2.2 The Vice President for Finance and Business Operations is delegated authority to close the campus or portions of the campus and to release all employees affected by such closure under circumstances described in section 1.2.
2.3 It shall be the responsibility of each officer listed in section 2.1 to determine when extreme working conditions exist and to exercise judgment as to the need for releasing employees. Whenever possible employees should be temporarily assigned to other locations.
2.4 Each officer listed in section 2.1 may delegate the authority to release employees to senior level managers within their respective divisions when deemed appropriate.
2.5 When circumstances permit, an officer listed in section 2.1 shall, prior to releasing non-academic represented employees, consult with the Office of Labor Relations.
3.1 This delegation is revocable by the president at any time and without notice.
3.2 This University Policy supersedes University Policy 1999-07, Second Release.
5.0 Effective Date
5.1 This university policy is effective upon issuance.
